From what I understand, Facebook uses HTML5 to play all its videos and IE11's HTML5 capabilities are somewhat limited. That's my guess. I'd definitely give a more modern browser a try since Flash is quickly being forced out in favor of HTML5.
It also happens to me using Firefox 44.02.
In the fb help section. Someone said with Adobe Flash Player to go into the global security settings panel, and change the slider to 0, and to check "allow third- party Flash content to store data on your computer.
