Looks like some sort of an undergarment.

Here are my thoughts.... Since she is still wearing the F*** me heels, in my mind under those pants she's wearing some thigh-hi black stockings and garter belt to go with it. Just a lil fantasy of mine :)

I don't think she suits pants at all and judging by the fact she doesn't wear them that often I think she knows it herself. Rather makes me wonder why she ever wears them? Maybe on some days she just can't be bothered to dress up? Or maybe she does it to annoy people like me!
