You'll have to be a little more specific about the types of video files and what you want to do.
HJ-Split (as laker mentioned) is a good splitter/joiner program, but it would only be useful to join parts that were already split using it. These files would have a file extension of .001, .002, .003, etc. Usually this is used when an uploader splits large-sized files up because of the file host's size limitation, i.e. a 1.0GB file broken up into five 200MB parts, if 200MB is the maximum file size allowed on the file host. The downloader would have to download all parts, and use the HJ-Split program to rejoin them to one file.
I'm assuming you have different clips you've downloaded (from here, youtube, or whatever) and want to join some together in one clip. Any video editing program can do this, but it will depend on what type of video file, resolution, etc the different files are. Also, the solution will most likely not be free, if that's a concern for you.
