Sounds like you want to record
local programming, correct? Assuming you have a decent PC, here's what you'll need...
TV tuner. If local programming is all you plan to record, I recommend either one of these tuners:

http://www.hauppauge.com/site/products/ ... r2255.htmlI highly recommend using Windows Media Center if you're using Windows Vista/7/8.1 Pro (the latter, you'll have to buy for $10). Otherwise you'll have to use Hauppauge's own software to record if you get one of their tuners.
There are some other factors to consider before buying a tuner. For example, where I live in Seattle, Comcast encrypts local channels and prevents us from watching/recording local HD channels via a tuner. I don't know if any such restrictions are in place in LA, but you might want to look into that first. (Maybe other users here will have an answer for you.)
And don't forget about storage! 1 hour of HD is 5GB.
If you plan to record HD
cable channels as well (or have the aforementioned encryption problem), you'll need either a capture device or a CableCARD tuner. Most of the people on this forum uses a
Hauppauge HD PVR for capture. I prefer a CableCARD tuner, but that will require renting a card from a cable provider.
